Areal Flood Warning

The National Weather Service in the San Francisco Bay area has issued
a

* Flood Warning for urban areas and small streams in...
southeastern Santa Clara County in northern California...
northwestern San Benito County in central California...

* until 345 PM PST Monday

* at 344 PM PST, a combination of excessive rainfall over the past
weeks... in addition to continued rainfall over recent days... has
led to elevated river levels and damaged levees along the Pacheco
creek. Flooding is actively occurring along the Pacheco creek
near Lovers Lane and San Felipe Rd north of Hollister. Flooding
may also be possible or occurring on soap/San Felipe Lake...
Frazier Lake... and other smaller tributaries in the impacted
area.


Precautionary/preparedness actions...

Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.

In hilly terrain there are hundreds of low water crossings which are
potentially dangerous in heavy rain. Do not attempt to cross flooded
roads. Find an alternate Route.

A Flood Warning means that flooding is imminent or occurring. All
interested parties should take necessary precautions immediately.

Areal Flood Advisory, Flash Flood Watch

The National Weather Service in the San Francisco Bay area has issued
a

* Flood Advisory for...
a dam floodgate release in...
southeastern Santa Clara County in northern California...
northwestern San Benito County in central California...

* until 345 PM PST Sunday

* local water district and County emergency management personnel
have indicated that limited portions of the spillway structure for
Pacheco Lake have been compromised from prior storm activity and
spillway releases this winter. Specifically, there is concern
that renewed spillway releases that are anticipated in response to
forecast rainfall this weekend could cause additional erosion of
the spillway structure, which could lead to excessive sediment
and/or runoff to enter Pacheco creek downstream. Excessive runoff
and sediment could cause or increase flooding downstream.

* NWS Monterey is forecasting an additional 1-2" of rainfall this
weekend in the Pacheco creek watershed that feeds the Reservoir.
Development of Post-frontal convective thunderstorms over the
watershed could increase local precipitation totals over the
weekend. Rainfall this weekend will likely be accompanied by
increased releases over the spillway, but it is currently not
expected that additional releases would pose additional risk to
the spillway or downstream areas.

* Engineers from the local water district as well as California
division of safety of dams and California department of water
resources engineers are on-site conducting inspections and
assessing the level of risk posed by current and expected
conditions. County emergency managers are aware of the situation
and are taking appropriate action and following necessary
protocols.

* At this time (friday), there is no flooding occurring. There is
no expectation at this time that a dam breach or failure would
occur. The dam itself is not compromised; it is only the spillway
structure that is under investigation.

* Should the situation worsen and elevate the hazard to human life
and property, either prior to or during storm activity this
weekend, a Flash Flood Warning will be issued for affected areas.
Stay tuned to your wireless emergency alerts via cellular phone,
emergency alert system interruptions to local radio and
television, NOAA Weather Radio, twitter (@nwsbayarea), facebook
(nwsbayarea), and other local news and notification services
should a Flash Flood Warning be necessary.


Precautionary/preparedness actions...

Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.

Be especially cautious at night when it is harder to recognize the
dangers of flooding.

The National Weather Service in San Francisco has issued a

* Flash Flood Watch for a portion of western California...
including the following areas... coastal North Bay including
Point Reyes National Seashore... East Bay hills and the Diablo
Range... East Bay interior valleys... mountains of San Benito
County and interior Monterey County including Pinnacles
National Monument... North Bay interior valleys... North Bay
mountains... northern Monterey Bay... northern Salinas
valley/Hollister Valley and Carmel Valley... San Francisco...
San Francisco Bay shoreline... San Francisco peninsula coast...
Santa Clara Valley including San Jose... Santa Cruz Mountains...
   Santa Lucia mountains and Los Padres National Forest...
southern Monterey Bay and Big Sur coast and southern Salinas
valley/Arroyo Seco and Lake San Antonio.

* From late Saturday night through Sunday afternoon

* periods of heavy rain on saturated soils will impact the region
from late Saturday night through Sunday afternoon. Additional
rainfall amounts from 0.75 to 1.5 inches are possible at lower
elevations with 2 to 4 inches across higher terrain.

* The primary impacts will be localized ponding of water on low
lying roadways with poor drainage... rapid rises on streams and
creeks with some likely exceeding bankfull... some river
flooding... and potential rock and mud slides. Recent burn
scars will also be susceptible to debris flows during periods
of intense rainfall.

Precautionary/preparedness actions...

A Flash Flood Watch means that conditions may develop that lead
to flash flooding. Flash flooding is a very dangerous situation.

You should monitor later forecasts and be prepared to take action
should flash flood warnings be issued.




High Wind Watch

... High wind watch in effect from Saturday evening through Sunday
morning...

The National Weather Service in San Francisco has issued a high
wind watch... which is in effect from Saturday evening through
Sunday morning.

* Timing... 11 PM Saturday evening until 10 am Sunday.

* Winds... sustained southerly winds from 40 to 50 mph with higher
gusts possible... .strongest near the coast and in the higher
terrain.

* Impacts... downed trees... limbs and powerlines will be
possible. Driving of high profile vehicles will be impacted as
well.


Precautionary/preparedness actions...

A high wind watch means there is the potential for a hazardous
high wind event. Sustained winds of at least 40 mph... or gusts of
58 mph or stronger may occur. Continue to monitor the latest
forecasts.




Small Craft Advisory, Gale Watch

watch... which is in effect from Saturday evening through Sunday
morning.

* Winds: westerly winds 15 to 25 kt through Saturday. Winds will
ease Saturday afternoon before possibly strengthening late
Saturday night into Sunday to 25 to 35 kt.

* Seas: west swell 20 to 23 ft at 18 seconds.

Precautionary/preparedness actions...

A Small Craft Advisory means that wind speeds of 21 to 33 knots
are expected to produce hazardous wave conditions to small craft.
Inexperienced mariners... especially those operating smaller
vessels should avoid navigating in these conditions.

A gale watch is issued when the risk of gale force winds of 34 to
47 knots has significantly increased... but the specific timing
and/or location is still uncertain. It is intended to provide
additional lead time for mariners who may wish to consider
altering their plans.
