Winter Storm Warning

... Winter Storm Warning remains in effect until 1 PM EST
Thursday...

* colder air will continue to move in from the northwest through
the night... changing precipitation from rain... to a mixture of
freezing rain... sleet... and then to snow. Then transitioning to
all snow through the overnight hours. Snow should lighten and
taper off by Thursday afternoon.

* Snow and sleet accumulations of 2 to 5 inches... with any ice
accumulations generally a tenth of an inch or less.

* Roads will develop slick spots as rain changes over to frozen
precipitation. In addition... heavy wet snow falling on top of
these slick roadways will make travel difficult and hazardous.
Please take extreme caution and avoid unnecessary travel if
possible. Heavy wet snow could also lead to downed power lines
and trees... with isolated power outages would be possible.

Precautionary/preparedness actions...

A Winter Storm Warning for snow... sleet... and ice means severe
winter weather conditions are expected. Significant amounts of
snow and ice are forecast that will make travel dangerous. Only
travel in an emergency. If you must travel... keep an extra
flashlight... food... and water in your vehicle in case of an
emergency.

... Forecast flooding increased from minor to moderate severity...
the Flood Warning continues for
the Cumberland River at Pineville.
* At 9:30 PM Wednesday the stage was 1008 feet.
* Flood stage is 1002 feet.
* Minor flooding is occurring and moderate flooding is forecast.
* Forecast... the river will continue rising to near 1013.2 feet by
early Thursday morning. The river will fall below flood stage
early Friday morning.
* At 1013 feet... flooding threatens US 25 E, Stewart branch Road and
Wallsend.

The National Weather Service in Jackson KY has extended the

* Flood Warning for...
snowmelt in...
Harlan County in southeastern Kentucky...
Bell County in southeastern Kentucky...

* until 645 am EST Thursday

* at 627 PM EST... Doppler radar indicated light to moderate rainfall
continuing to fall across the area. Up to a half inch of rainfall
is expected between 6:30 and 9:30 PM. Flooding will continue
overnight along creeks and streams... particularly in low lying
areas.

* Some locations that will experience flooding include...
Harlan... Pineville... Middlesboro... Cumberland... Loyall... Evarts...
Lynch... Benham... Wallins Creek... Creech... sunshine... Smith...
Calvin... South Wallins... Stony Fork Junction... Ponza... Tway...
shields... Grays Knob and hutch.

Precautionary/preparedness actions...

Most flood deaths occur in automobiles. Never drive your vehicle into
areas where the water covers the roadway. Flood waters are usually
deeper than they appear. Just one foot of flowing water is powerful
enough to sweep vehicles off the Road. When encountering flooded
roads make the smart choice... turn around... dont drown.

Be especially cautious at night when it is harder to recognize the
dangers of flooding. If flooding is observed act quickly. Move up to
higher ground to escape flood waters. Do not stay in areas subject to
flooding when water begins rising.

* until 500 am EST Thursday

* at 454 PM EST... the District 8 Kentucky transportation Cabinet
reported high water along Kentucky Highway 1247 and Kentucky
Highway 3260 in Pulaski County... as well as Kentucky Highway 776
in Wayne County. Light to moderate rainfall will continue across
the area through this evening... likely leading to flooding of
creeks and streams... especially in low lying areas.

* Some locations that will experience flooding include...
Somerset... London... Monticello... Williamsburg... Barbourville...
Whitley City... Corbin... Liberty... Burnside... clate... Girdler...
